甚麼是亞太區會議 （RCM）？
香港基督徒學生運動（Student Christian Movement of Hong Kong, SCMHK）其實是亞太區基督徒學生聯盟（World Student Christian Federation - Asia Pacific, WSCF-AP）的一個成員組織，雖然我們行政與活動上與亞太區基督徒學生聯盟相互獨立，但WSCF-AP的責任，就是了各個成員國的狀態，促進成員國之間的合作，以及在成員國有需要的時候，提供最適切的協助。而在2017年5月舉辦的亞太區會議（Regional Committee Meeting, RCM），就是一個讓22個成員國團體聚在一起的機會，一起討論接下來的兩年WSCF-AP的運作方針和選出新一屆的執委。
What is the Asia Pacific Conference (RCM)?
The Student Christian Movement of Hong Kong (SCMHK) is a member organization of the World Student Christian Federation - Asia Pacific (WSCF-AP), although we are in charge of the Asia Pacific Region The Christian student union is independent of each other, but the responsibility of the WSCF-AP is the status of the Member States, the promotion of cooperation among Member States, and the provision of the most appropriate assistance when Member States are in need. The Regional Committee Meeting (RCM), held in May 2017, is an opportunity to bring together 22 member groups to discuss the operational guidelines for the WSCF-AP for the next two years and to select a new one The executive committee.
亞太區會議的進行過程和決策方式是怎樣的呢？
亞太區會議其實跟一般組織的AGM大致相同，我們會通過議程、上次會議紀錄、財政報告、活動預算、擬定下次會議日期等等。我們會就各項提出的運作方針提出意見或修訂，通過或者反對這些內容。投票權是每個成員國有一票，不論成員國派出多少人來RCM，也只會有一票。比較特別的是這次香港也會提出很多憲章修訂，這些修訂也會一併在RCM中討論和修訂。
What is the process and decision-making approach for the Asia-Pacific Conference?
The RCM is in fact the same as the AGM of general organizations. We will adopt the agenda, approve the last meeting minutes, the financial report, the budget for the event, the date of the next meeting and so on. We will submit comments or amendments to the proposed operational guidelines, pass or oppose them. The voting right is one vote for each member, no matter how many people sent to RCM, there will only be one vote. What is more specific is that SCMHK proposed a document of amendments to the WSCF Constitution and By-laws. These amendments will also be discussed and revised together in RCM.
我們同時會選出數個委員會的議席，包括WSCF-AP的執行委員會、人權公義與和平委員會及區域女性事務委員會。在選舉之前，也會先就各個委員會組成遴選委員會，逐一審視提名，有需要時更加會約見被提名人。遴選委員會會就這些出缺建議合適的人選，以供成員國團體投票。
We will also elect several committee seats, including the WSCF-AP Executive Committee, the Human Rights Rights and Peace Commission and the Regional Women's Commission. Prior to the election, a search committee will be formed and the nomination will be reviewed on a case-by-case basis, and might conduct interview with the nominee if necessary. The Search Committee will recommend suitable candidates for these vacancies for voting by the RCM delegates.
回顧一下到底WSCF的結構是怎樣。
WSCF在日內瓦有一個IRO，就是Inter Regional Office，裡面有秘書長、會計及有一個跨區協調；而在IRO之下有六個分區，分別是中東、非洲、南美、北美、歐洲及亞太。亞太地區會有每兩年一次的區域委員會議，亞太地區之下有二十二個並分為四大區域：太平洋、東南亞、東北亞及南亞。我們身處在東北亞，裡面有台灣長老教會、香港、日本YMCA及韓國長老教會。
WSCF的權力結構：有四年一次的全球大會，裡面有主席及執委會。財政方面，WSCF在2015年年度虧損為$55,000美元。
在2014年的全球大會中，挪威提出了一項議案，就是希望把IRO移往南半球，亦建議全體員工隊伍(staff team)住在一起並分為小組工作。2014年全球大會因事要延遲到2015年2月才進行，挪威的方案因為沒有在會前六個月提出來，所以被擱置。而大會通過兩項議題。
一) 挪威不滿前任秘書長（General Secretary)Christine Housal用財過度，例如WSCF向WCC(世界普世教協)借錢，卻未有寫清楚財務報表；另外為向WCC還款，挪用了老祖宗定存款(Contenial Fund)中的一筆錢。所以在2015年年度大會中，決定裁掉Christine Housal秘書長一職。(其實同時他任期亦屆滿)
二) 成立過渡委員會處理改組，由Necta Montes領導，由原本三個月改為九個月。
Transiton Team有一提案，包括不用秘書長，區域秘書長改為‘計劃與秘書’及其薪水減半。
在上年暑假時staff team在意大利舉行過一個會議，提議聘請籌款顧問及聖經研究顧問，而資助款項只提供給WSCF成員，而不會給聯繫成員。
AP
亞太地區財務預狀況，支出主要有五項：計劃與會議支出、區域秘書(Sunita)薪水、奉獻予WCC、女性協調員(Nina)薪水及日常營運支出。
收入方面，有來自澳洲、香港、台灣長老教會和韓國長老教會的奉獻。另外亦有加拿大UCC、瑞典教會(捐獻一半給予人權事務，另一半予女性事務)、循道衛理女性基金(給女性計劃用)及英國循道衛理。但瑞典教會及英國循道衛理自2009年開始，因考慮到WSCF財困關係，將捐款轉到WSCF，沒有給AP，從而造成AP財困。
AP在2015年記錄虧損為$9,000美元，同時亦欠澳洲$3,590usd貸款。而2014年年度的財務報表仍未完成。
AP主要有幾個計劃，例如人權工作坊、女性神學。而AP的營運主體為RCM區域會議，成員國可在會議中改選、決議未來兩年活動和地點。另外AP有一個委員會去監察，還有一個行政秘書。
